Practical Exam Testing Evaluator Job Opening
The MSBCB is soliciting resumes for candidates to serve as a practical exam testing evaluator. Candidates must be active MSBCB licensees (cosmetology, cosmetology instructor, barber, or barber instructor) in good standing and have held the license for a minimum of ten (10) years. Candidates may be located at any place in the state. This is a contract position that involves travel. The job description is attached. Ad Hoc Advisory Committee on School Equipment Required
The Board is soliciting interest for serving on the ad hoc advisory committee on school equipment. The committee will be headed by Linell Palmer, Jr., and Mike McBunch. The advisory committee will be comprised of two (2) licensees who are owner/manager/operator of a barber school, two (2) licensees who are owner/manager/operator/instructor of a cosmetology school, one (1) licensee who is the owner/manager/operator/instructor of an esthetics school, one (1) licensee who is a salon owner/manager, and one (1) licensee who is a barber shop owner/manager. This advisory committee will meet in January and be prepared to make recommendations to the Board on school equipment, including student kit requirements, during the January 27, 2025, Board meeting. Proposed Rules and Regulations Posted
This is an official notification of important proposed rules and regulations changes. The Mississippi State Board of Cosmetology and Barbering (MSBCB) recently adopted new rules and regulations and filed the rules and regulations with the Secretary of State on December 12, 2024. The MSBCB invites your comments or questions regarding the proposed rules for the next twenty-five (25) days. Please send comments and/or questions by email to executivedirector@msbc.ms.gov or by mail to the Board office on or before January 7, 2025.

ELECTRIC FILE CLARIFICATION
During the September 30, 2024, Board meeting, the Board amended the policy and position relating to e-file certificates. The update is below:
For all class 1 tools, including electronic file (e-file), a licensee must possess a certificate of proficiency and present the certificate upon request. The Board will accept an original certificate issued by any provider and issued on any date. The Board will not accept photocopies of any certificate. The Board no longer requires that an e-file course be Board approved, and the Board will not sponsor, endorse, or promote any e-file provider.
The Board is in the process of drafting rules and regulations and will address e-file sanitation in the rules and regulations. The Board encourages the public to attend all Board meetings wherein future rules and regulations are discussed.

UROLA Applicants – Effective February 12, 2024
Required document submission must be completed within 90 days of application. Failure to submit all required documentation within the 90 days will require new application and forfeiture of initial application fee.
STUDENT PERMITS ISSUED FOR SIX (6) MONTHS BY STATE BOARD OF COSMETOLOGY
On November 3, 2023, the Mississippi State Board of Cosmetology extended the issuance of student work permits from three (3) months to six (6) months, becoming effective for all new requests on November 9, 2023. Going forward, student work permits will be issued directly to the student and not a dedicated salon. However, the student must be monitored by a licensee in the program completed. The Board revised Rule 3.2; such revisions will expire after 120 days from filing date, unless renewed for an additional 90 days by the Board.
Please note that all existing work permits will remain within the original three (3) month expiration date. Only new requests received on or after November 9, 2023, will have the six (6) month expiration date.
DERMAPLANING NOW REGULATED BY MS STATE BOARD OF COSMETOLOGY
On September 1, 2023, the Mississippi State Board of Cosmetology extended the permitted scope of services for licensed cosmetologists and estheticians to include the practice of dermaplaning with a guarded razor. The Board revised Rule 1.10 and Rule 7.8 to reflect the extension in permitted scope of practice; such revisions will expire after 120 days from September 1, 2023, unless renewed for an additional 90 days by the Board.
